Re-enrollment Server Retention

Resolved circular dependency in ticker source and widget plugin registries that caused "Cannot access before initialization" crash on fresh install. Extracted registries into dependency-free modules.

Singleton Process Fix
Singleton lock moved to the very top of the process — before any Electron initialization — using process.exit(0) for immediate termination. Prevents GPU/renderer orphan processes on rapid restarts.
Lockscreen ACL Security Fix
Lockscreen image permissions changed from "Everyone Read" to "NT AUTHORITY\SYSTEM + BUILTIN\Users" — proper winlogon access without over-broad permissions.
Green Mode & Power Profiles
Green Mode scheduling, OLED optimization, auto dark-wallpaper, and schedule-based power profiles (powercfg) — all configurable via endpoint policy for ESG compliance reporting.
Featured Photos Policy Control
Featured Photos display target, update frequency, and enable/disable now configurable via endpoint policy and wired through to the agent at config fetch time.
